The “Internet-Based Asset Misappropriation And Illegal Gambling, Invoice Fraud, And Money Laundering” Case: Unraveling The Involvement Of Mysterious Tycoon Nguyen Van Duong
The case “Using the Internet to commit asset misappropriation and organize gambling, illegal invoice trading, and money laundering” in Phu Tho province was initiated by the provincial police at the end of 2017. Initially, the company’s shareholders included Nguyen Van Duong with 18 billion dong and Ms. Vu Kim Ha with 2 billion dong. However, in March 2016, Ms. Vu Kim Ha divested her capital from CNC and was replaced by Ms. Luu Thi Hong.
According to the Investor magazine, data from the national information portal and business registration, Nguyen Van Duong coincides with another tycoon in the infrastructure investment sector, UDIC – UDIC Invest.
Before that, the UDIC Investment Corporation of Nguyen Van Duong was not prominent until he was approved to participate in a joint venture investor bidding for the Bac Giang – Lang Son expressway BOT project with a total capital of over 12,000 billion dong. This project started on July 5, 2015, and was expected to be completed around December 31, 2018.
The UDIC Investment Corporation was established in January 2010 with a charter capital of up to 528 billion dong by around 2016, of which Nguyen Van Duong held 524 billion dong.
However, Saigon Bridge and Road Construction Investment Corporation (SBRC) announced ownership of 51% of the capital shares of UDIC.
